Xu Chang

Vice Chairman of the Counsellors’ Office of the State Council

Xu Chang, male, Han ethnicity. Born in July 1967. He holds a postgraduate degree and a Master of Engineering. Member of the CPC. His previous positions include Deputy Director-General, Director-General-level Supervisory Commissioner, and Director-General of the Second Secretariat Bureau of the General Office of the State Council. He has been Vice Chairman of the Counsellors' Office of the State Council(COSC) since February 2024.
