Following the presentation ceremony, Premier Li Keqiang made an important remark. The establishment of the counsellors system and institutes of culture and history, he said, is an innovative step of the united front work in national governance. Over the past 70 years, counsellors and researchers have made positive contributions to socio-economic development of the country, preservation of traditional Chinese cultures, and science-based and democratic decision-making by the government, said Li.

Li Keqiang offered congratulations to the newly appointed counsellors and researchers and expressed his hope for them. First, the counsellors and researchers should advise on national development, as development holds the key to solving all problems in China. In the face of unprecedented shocks caused by COVID-19 and a complicated economic situation, the counsellors and researchers are encouraged to use their rich experience and expertise and pool their wisdom and strength to make targeted and forward-looking advice on stabilizing the economy, achieving the targets set for the year, and laying a solid foundation for future development. Second, they should focus on matters important for peoples livelihood and address public concerns. The very purpose of development is to deliver a better life to the people. Chinas development is not balanced and adequate. Coming from different backgrounds, the counsellors and researchers know what is on peoples mind and should therefore focus on matters vital for peoples life, such as employment, healthcare, education, old-age care, and child care. Only with a clear understanding of the reality can they come up with practical solutions and ensure government policies can help to meet peoples aspirations for a better life. Third, the counsellors and researchers should fulfil the responsibility to carry forward traditional Chinese cultures. Counsellors and researchers are experts in their fields and are expected to bring out their expertise and craftsman spirit to promote traditional Chinese cultures across society and especially among the young people. Departments under the State Council should draw upon their research findings and policy advice to improve decision making.

Li Keqiang stressed that counsellors offices and institutes of culture and history should follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, implement the decisions of the CPC Central Committee and the State Council, effectively perform their duties, continue to deliver good services to counsellors and researchers, and help them solve problems and challenges in field visits, advising, creation and innovation. They should bring into full play the role of counsellors and researchers to make innovative and practical policy advice and new contributions.

You Quan, Member of the Secretariat and Head of the United Front Work of the CPC Central Committee, attended the ceremony. Xiao Jie, State Councilor and Secretary-General of the State Council, announced the engagement decisions.
