COSC and CCICH Held Open Day

On the occasion of the 70th anniversary of the People’s Republic of China, COSC and CCICH held its first Open Day on the afternoon of October 14th, 2019 to increase public understanding and promote exchange. Among the invited were 20 ambassadors, 6 representatives of international organizations, as well as about 150 guests from central government departments, universities, think tanks, and Chinese and foreign media outlets.

In his welcome remarks, Wang Zhongwei said that the system of counsellors and culture and history researchers was an innovative step taken by Mao Zedong, Zhou Enlai and the old generation of revolutionists to apply the theory of united front to government building, and the work of counsellors and culture and history researchers is an important part of the united front of the CPC and the work of the government. It is a concrete example of China’s democracy. This year marked the 70th anniversary of COSC. Over the past 70 years, under the leadership of the CPC Central Committee and the State Council, COSC has focused on the work of the government to carry out research, convey people’s concerns and make policy recommendations, thus making positive contribution to informed, democratic and law-based decision-making of the government and economic and social development of the country. CCICH is committed to carrying forward fine traditional Chinese culture and promoting cultural heritage and innovation, and has played a positive role in honoring seniors, promoting cultures, recording histories, advising the government, forstering culture and building a united front.

Mr. Wang noted that the CPC Central Committee with Comrade Xi Jinping at its core attaches great importance to the work of counsellors’ offices and culture and research institutes. General Secretary Xi made important instructions and Premier Li Keqiang had several meetings with counsellors and researchers to listen to their ideas. Guided by the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, counsellors’ offices and culture and history institutes have entered a new era and embarked on a new journey.

The Open Day featured three exhibitions, namely policy advice, books and paintings on history and culture, and international exchanges, which showcased the progress and achievements of counsellors’ offices and institutes of culture and research.

COSC Party Group Member and Vice Chairman Zhao Bing spoke to the guests on the policy advice exhibition. It is about the efforts made by counsellors to learn about people’s concerns, make policy advice, and participate in the inspections of the State Council. It presented COSC’s achievements in participating in national governance, advising the government, exercising democratic supervision, and building the united front, and demonstrated its positive role in getting the real picture, speaking truths, making well-informed advice, promoting science-based and democratic decision-making, and facilitating China’s economic and social development.

In recent years, the COSC has reached out to build public platforms for policy debate and advising. It has worked with think tanks, research institutes, and experts, and engaged in exchanges through symposiums, workshop and the Forum on National Affairs. In so doing, it listens to the views from all quarters and conducts research at the community level to collect the most up-to-date information. In such a hands-on manner, it makes insightful, highly relevant and practical policy advice.

CCICH Vice President Feng Yuan introduced the exhibition on books and paintings on history and culture, which presented the research, creations, and advice made by CCICH in recent years and some of its collections.

CCICH is committed to foundational research, modern interpretation and communication of traditional cultures. Among the exhibits, the 34-volume and 17 million-character Geography and Culture of China is China’s first cultural map by province, hailed as “a high quality creation of cultural history” and “a masterpiece in geographical culture research. The 100 Classics of Traditional Chinese Culture is compiled under the leadership of CCICH President Yuan Xingpei. It is a collection of 100 classic literary pieces of different genres, from pre-Qin prose to poetry, quotations of successive dynasties and the Records of the Grand Historian. The 66-meter-long New Dwellings in Fuchun Mountains created at the initiative of CCICH is based on the prestigious Dwellings in the Fuchun Mountains created by Huang Gongwang, a renowned painter of the Yuan Dynasty. The scroll draws on new features of Chinese painting and is an innovative blend of Chinese and Western styles in rich colors. It demonstrates people’s aspiration for a better life and the vigor and vitality of the new life. The collections on display include pieces of painting and calligraphy by previous and current CCICH presidents and vice presidents, such as Qi Baishi, Chen Banding, Zhang Shizhao, Kang Tongbi, Zhang Boju, Qi Gong, Yuan Xingpei and Feng Yuan. A highlight in the exhibition is the Red Chrysanthemums created by master Qi Baishi at the age of 94 and the Pine Tree and Crane by Kang Tongbi, daughter of Kang Youwei, a late Qing reformer. This is the first large display of CCICH collections.

COSC, CCICH, the Institute of Chinese Poetry and the Chinese Calligraphers and Painters Magazine presented and sent free copies of many of their publications, collections and journals. the Calligraphy & Painting Institute of the CCICH invited 10 members of the Chinese Calligraphy Association and the Chinese Association of Fine Arts to create calligraphy and paintings on the spot to show the charm of traditional Chinese cultures, winning the acclaim of international guests.

COSC Party Group Member and Vice Chairman Zhang Yantong shared COSC’s achievements in international exchange. The exhibition was about the international exchanges and cooperation that COSC and CCICH has carried out with think tanks and in cultural fields. COSC and CCICH have so far established partnerships with nearly 90 think tanks in over 50 countries. Through research collaboration and personnel exchange, it has put in place an overseas network of think tank cooperation in all dimensions, at deep levels and in a wide range of areas. COSC and CCICH has held lectures on Chinese culture and Chinese painting and calligraphy exhibitions in cooperation with foreign cultural institutes to promote fine Chinese cultures and boost exchanges and dialogues between Chinese and foreign cultures.



COSC and CCICH Press Encounter

On the Open Day, COSC, CCICH and the State Council Information Office held a press encounter, which brought together nearly 50 Chinese and foreign journalists. The event was moderated by Deputy Director General of the Press Bureau of the SCIO.

COSC Party Secretary and Chairman Wang Zhongwei briefed the journalists on the work of counsellors’ offices and culture and history institutes. 10 counsellors, researchers, and research fellows took the interview and answered questions on the role of counsellors’ offices and culture and history institutes, appointment of counsellors, COSC and CCICH’s contributions to China’s development, policy advice made by counsellors, China-US trade frictions, protection of traditional cultures, and migrant workers.

The system of counsellors and culture and history researchers is an important institution for science-based and democratic decision-making of the Chinese government and an embodiment of socialist democracy. It is an important way for the CPC to govern the country in a scientific, democratic and law-based way. It is part of the Chinese tradition of respecting the elderly and the wise and holding in high regard culture and virtue. It shows the CPC and the government’s respect for knowledge and talents. All the counsellors of the State Council and CCICH researchers are appointed by the premier. They are well-known experts and scholars. Over the past 70 years, the premiers have appointed 243 counsellors and 313 researchers. Currently, there are 35 counsellors of the State Council, 34 CCICH researchers, and 23 CCICH senior researchers, as well as 26 COSC fellows and 19 CCICH research fellows. Since the 18th Party Congress, the COSC has acted on the major decisions and plans of the CPC and the government and made over 100 policy recommendations to state leaders and relevant departments on economy, political affairs, culture, society and ecology. They made comments on draft laws and documents and government work reports, many of which received high attention from the top leadership. CCICH researchers have used their expertise to play a unique role in carrying forward traditional Chinese cultures and supporting cultural development. 

 Wang Zhongwei said COSC held the Open Day to increase public understanding of the system of counsellors’ offices and culture and history institutes, which would also provide an insight into how the CPC governs the country and how the government works and promote exchanges and cooperation between China and the world.
