From 13 to 27 August 2017, COSC sent a delegation to Canada for a training program on the “operation models and trends of Canadian think tanks”. 19 trainees including directors-general, directors and staff of the COSC, State Administration of Foreign Experts Affairs, Counsellors’ Office of the People’s Bank of China as well as counsellors’ offices of 12 provinces attended the program. The delegation was headed by Tang Huadong, Deputy Director General of the General Office of the COSC.

Trainees had an exchange with Stewart Beck, President and CEO of the Asia Pacific Foundation of Canada.

The training program was organized by the University of British Columbia (UBC), consisting of lectures and field visits. Trainees attended lectures at UBC and the University of Ottawa. The lectures were given by government officials, members of parliament, as well as academics and directors of think tanks. The lectures covered the operation models and trends of Canadian think tanks as well as case studies. The delegation also visited the Asia Pacific Foundation of Canada, Fraser Institute, David Suzuki Foundation, and Institute for Research on Public Policy to learn about their operations and achievements.
Through the training, members of the delegation learned more about the categories and operation models of Canadian think tanks, their influence on public policy, as well as their cooperation with governments and political parties.  They also got a deeper understanding about China’s efforts to build new types of think tanks and strengthened their confidence in improving counsellors’ work and government advisory bodies.
