The 2016 National Governance Forum co-hosted by COSC and www.news.cn was held at the Capital Hotel on November 24th, with a focus on “new normal, new economy and new dynamism”. Qian Yingyi, Counsellor of the State Council and Dean of the School of Economics and Management of Tsinghua University, delivered a keynote speech at the Roundtable “Sharing Economy: a New Model for Development”. According to Qian, the revolution in science and technology has enabled fast development of the sharing economy, bringing benefits to social development and also potential problems. In response, the government needs to innovate its regulatory approaches.

Qian Yingyi believes that the revolution in science and technology has transformed the management and business models and industrial structure. Internet and big data technologies lay the foundation for the sharing economy.

The sharing economy brings benefits to social development and presents enormous potential as well as challenges. While breaking existing monopolies, it will also create new monopolies. It improves people’s experience, but also brings potential problems in security and experience.

This creates new challenges for government regulation. Government regulation should promote new industries and create new growth drivers and, at the same time, maintain market stability and break monopolies.
