Xu Chang Attends Counsellors’ Symposium on “Studying and Implementing the Guiding Principles of the Third Plenary Session of the 20th CPC Central Committee and Advancing Fiscal and Tax System Reform”

To thoroughly implement the guiding principles of the Third Plenary Session of the 20th CPC Central Committee, the Counsellors’ Office of the State Council (COSC) hosted a symposium for counsellors in Zhengzhou, Henan Province from September 19 to 20. The event was themed on “Studying and Implementing the Guiding Principles of the Third Plenary Session of the 20th CPC Central Committee and Advancing Fiscal and Tax System Reform.” Xu Chang, Member of the Party Leadership Group and Vice Chairman of the COSC, along with Hu Hanwei, Member the of Party Leadership Group and Deputy Director-General of the General Office of Henan Provincial People’s Government, attended the event and delivered addresses. State Council Counsellors Liu Huan and Liu Yi, as well as COSC Special Research Fellow Lou Hong, also attended the event and shared their insights during the panel discussions. Tang Zaifu, Deputy Director-General of the Policy Research Office of the Ministry of Finance, was invited to deliver a keynote guidance report at the symposium. Government counsellors and special research fellows from 29 provinces, autonomous regions, and municipalities directly under the Central Government, as well as the People’s Bank of China, engaged in comprehensive discussions on the symposium theme. Members of the leadership team of the Counsellor-Service Department of the COSC and other relevant personnel attended the symposium.
