COSC Delegation Visits Brazil and Attends COP30

   From November 11 to 16, 2025, Zheng Hongying, Vice Chairwoman of the Counsellors’ Office of the State Council (COSC), led a delegation on an invited visit to Brazil. The delegation attended a thematic side event at the China Pavilion during the 30th Conference of the Parties (COP30) to the UN Framework Convention on Climate Change(UNFCCC), and heldin-depththematic exchanges on think tankcooperation and energy-related internationalcollaboration. Joining the delegation on the visit were Zhang Hongwu, Counsellor of the State Council, and Cai Hongxian, Counsellor of the Fujian ProvincialPeople’s Government.

   The side event at the COP30China Pavilion was themed "China’s Energy Transition and New Energy Development".In her address, Ms. Zheng noted that energy transition is boththe essential pathway to sustainable development and an imperative for addressingclimate change. Asan active participant, a significant contributor and a key leader in global climate governance, China will continue to advance green development through economy-wide emissionsreductions and comprehensive greenhouse gas controls, making positive contributions to the global fight against climate change.

   Mr. Zhang elaborated on how fundamental research, energy consumption reduction, scientific innovation, and ecological governance can form a powerful synergy to drive China’s future energy transition. Mr. Cai participated in a roundtable discussion with experts from relevant domestic and international institutions and enterprises, sharing technical insights on developing new power systems to support high-quality energy development.

  

  Meeting with Representatives of Chinese Enterprises in Brazil

  

   In Rio de Janeiro, the delegation held talks with the Brazilian Getulio Vargas Foundation (FGV), soliciting viewsand suggestions on China-Brazil green transition, talent exchange, data interoperability and sharing, global governance, and furthering bilateral relations. Theyalso held discussions with representatives of several Chinese enterprises operating in Brazil, including State Grid Corporation ofChina, COFCO, China National Petroleum Corporation (CNPC), and China Gezhouba Group. The discussions focused on the opportunities and challenges facing China-Brazil relations, Brazil’s business environment, and overseas investment.

   During the visit, Tian Min, Consul General of China in Rio de Janeiro, met with the delegation.
