COSC Delegation Visits Switzerland and Japan

   From June 25 to July 2, 2025, Xu Chang, Vice Chairman of the Counsellors’ Office of the State Council (COSC), led a delegation on a visit to Switzerland and Japan upon invitation. The delegation engagedin think tank exchanges and conducted thematic research on international cooperation for green and low‑carbon development and addressing population aging. Joining thedelegation were Liu Yuanli and Lu Qi, Counsellors of the State Council.

   Whilein Switzerland, the delegation held talks with Zhang Xiangchen, Deputy Director‑General of the World Trade Organization (WTO),and Wang Binying, Deputy Director General of the World Intellectual Property Organization (WIPO). The delegationalso visited the United Nations Environment Programme (UNEP) and conducted field research at relevant training institutions. InJapan, the delegation held discussions with the Ministry of the Environment of Japan and the Canon Institute for Global Studies (CIGS),visited Kyoto University and conducted field research at relevant elderly care institutions. The two sides exchanged views on international cooperation for green and low‑carbon development, and held in‑depth discussions on the opportunities, challenges, issues and solutions for the development of the elderly care industry. The delegation briefed the Japanese side on China’s policies, initiativesand remarkable achievements in advancing the carbon peakingandneutrality goals under the guidance of Xi Jinping Thought on Ecological Conservation.

   During the visit, the delegation attended events hosted by the Permanent Mission of the People’s Republic of China to the United Nations Office at Geneva and Other International Organizations in Switzerland. The delegation was met respectively by Wu Jianghao, Ambassador Extraordinary and Plenipotentiary of China to Japan,Shen Jian, Deputy Representative of the People’s Republic of China to the United Nations Office at Geneva and Other International Organizations in Switzerland, and Ambassador Extraordinary and Plenipotentiary for Disarmament Affairs,Chen Yun, Consul General of China in Zurich and concurrently accredited to the Principality of Liechtenstein, andofficials from the Permanent Mission of China to the WTO.
