On November 21, in order to study and implement the spirit of the 20th CPC National Congress thoroughly, Gao Yu, Secretary of Party Group and Chairman of the Counsellors’ Office of the State Council (COSC), went on an investigation tour in Longjing, Yanbian Korean Autonomous Prefecture, Jilin Province, planning to make the blueprint of rural revitalization drawn by the 20th CPC National Congress take root and blossom in the city under paired-up assistance. He also visited Helong and Yanji, Yanbian Prefecture to inspect the progress of rural revitalization in the two cities. Liu Huanxin, Deputy Director of the Office of the Central Leading Group for Rural Affairs and Administrator of the National Rural Revitalization Administration, Han Fuchun, member of the Party Leadership Group and Vice Governor of Jilin Province, and Hong Qing, Deputy Secretary of CPC Yanbian Prefecture Committee and Mayor of Yanbian Prefecture went on the investigation tour together.

It is required in the report to the 20th CPC National Congress to consolidate and expand the poverty alleviation achievements, and help areas and people that have just shaken off poverty build their own momentum for growth. Longjing of Yanbian Prefecture is a city under paired-up assistance in poverty alleviation supported by the COSC, and Gao is highly concerned about the economic and social development of the city. The investigating group first visited the site of the pumped-storage project in the city. The project, with its planned total installed capacity reaching 1.2 million kilowatts and total investment nearly 10 billion yuan RMB, plays an important role in promoting the city’s economic development. After learning about the project progress in detail, Gao required that efforts should be made to seize and make the most of the historic opportunity of China’s initiatives for promoting steady growth, expanding investment and speeding up green and low-carbon energy transition, further accelerate the progress of the preliminary work, refine measures, strengthen synergy and coordination, and strive to launch the project in an all-round way as soon as possible. In this way, a strong impetus may be injected into promoting China’s strategy of carbon peaking and carbon neutrality, fostering robust growth in the local economy, driving the employment and prosperity of farmers and rural development, and fundamentally consolidating and expanding the poverty alleviation achievements. The COSC will continue to provide guidance and assistance in any way it can.

Industry revitalization is the key to rural revitalization. Longjing City Changbai Mountain Benfu Muslim Meat Industry Co., Ltd. is a leading enterprise in promoting industry revitalization in the region, and “Benfu” Yanbian beef produced by the enterprise has entered more than 100 world top-notch hotels in China. The delegation led by Gao learned about the project progress of the cattle-breeding technology industrial park, business operation, production and sales performance of the enterprise in detail and stressed that efforts should be made to further strengthen the corporate brand, expand and extend the industrial chain, work on promoting the integrated development of primary, secondary and tertiary industries, increase the added value of the industrial chain, and take a “livestock + tourism + ecology + culture” road of modern agriculture. Efforts should also be made to enhance the sense of corporate social responsibility, explore the “leading enterprises + government + farmers” benefit-sharing mechanism in an in-depth way, enhance the capabilities to work with and assist farmers to get rich, and contribute to consolidate the foundation of poverty alleviation.

A strategic plan was made at the 20th CPC National Congress to build a beautiful and harmonious countryside that is desirable to live and work in. The priority areas of the investigation were how the rural villages look, whether the people who have been lifted out of poverty are protected from poverty and how to make the rural areas basically equipped with modern living conditions as soon as possible. The delegation led by Gao went to Guangdong Village, Dongcheng Town, Helong City and Wufeng Village, Xiaoying Town, Yanji City, visited the homes of the families who have been lifted out of poverty and monitored ones who might fall into poverty again, talked with the villagers, promoted the spirit of the 20th CPC National Congress for advancing rural revitalization across the board, and learned about the villagers’ income, production and life, and the implementation of assistance measures in detail. Gao required to continuously improve dynamic monitoring and assistance mechanisms to prevent people from falling back into poverty, and prevent a large-scale relapse into poverty; uphold a people-centered approach in rural construction, respect the villagers’ wishes, do everything in our capacity; adhere to planning first and highlight regional and ethnic cultural characteristics; foster rural civilization, good family virtues and simple folkways; develop rural industries according to local conditions, increase employment capacity, raise the income of farmers and consolidate the foundation for revitalization.
