On December 27, Counsellors’ Office of the State Council (COSC) held an enlarged meeting of the leading party group to deliver, learn and implement important instructions of General Secretary Xi Jinping, the spirit of the Party History Learning and Education Summary Conference, and the guiding principles of the important speech by General Secretary Xi Jinping at the opening ceremony of the 11th National Congress of China Federation of Literary and Art Circles and the 10th National Congress of China Writers Association. Gao Yu, Secretary of the Party Group and Chairman of COSC, presided over the meeting, and three members of the Party Group and Vice Chairmen of COSC, Wang Weimin, Zhao Bing and Zhang Yantong, and persons in charge of departments and affiliated public institutions attended the meeting.

It was pointed out at the meeting that carrying out Party history learning and education is a major strategic decision made by the Party Central Committee with Comrade Xi Jinping at the core by taking into consideration the new starting point for the 100-year-long Party history, with a view to opening up new horizons for the development of the cause of the Party. The important instructions of General Secretary Xi Jinping, from a political and overall perspective, profoundly clarify the great significance of carrying out Party History Learning and Education, fully appreciate its remarkable results and significant achievements, put forward clear requirements for in-depth study and implementation of the guiding principles of the Sixth Plenary Session of the 19th CPC Central Committee, and promote the regular and long-term effect of Party history learning and education, providing important guidelines for summarizing, consolidating and expanding Party history learning and education. COSC and CCICH should study and understand the important instructions of General Secretary Xi Jinping in depth, resolutely implement the requirements put forward by General Secretary Xi Jinping, integrate the important instructions of General Secretary Xi Jinping and the spirit of the Party History Learning and Education Summary Conference with the spirit of the Sixth Plenary Session of the 19th CPC Central Committee, the spirit of the important speech on “July 1” and the important observations of General Secretary Xi Jinping on Party history, systematically study and understand, and taken coordinated action to implement them.

It was stressed at the meeting that continuous effort should be made to consolidate and expand the results of Party History Learning and Education, and do a good job of summarizing the results of Party History Learning and Education in COSC and CCICH, while promoting the learning and implementation of the spirit of the Sixth Plenary Session of the 19th CPC Central Committee in a deep-going way. They should practice the people-oriented development ideology, continue to carry out the work of “I do practical things for the masses”, especially the work of helping and urging the officials in provisional posts, with the counties receiving paired assistance as a platform, work closely with the relevant local departments and enterprises, to do a good job of communication, and coordinate well with the relevant central departments and units to ensure that the various help initiatives are implemented in place, and strive to solve more practical difficulties for the local people and enterprises.

It was agreed at the meeting that the important speeches made by General Secretary Xi Jinping at the opening ceremony of the 11th National Congress of China Federation of Literary and Art Circles and the 10th National Congress of China Writers Association gave full recognition to the great achievements made in China’s cause of literature and art since the 18th CPC National Congress, spoke highly of the important role played by the majority of literary and art workers under the leadership of the Party, profoundly expounded the importance of the cause of literature and art in the cause of the Party and the people, and clarified the historical position and contemporary direction of Chinese literature and art in the new era. It is a fundamental guideline for the further promotion and prosperity of socialist cause of literature and art in the new era.

The meeting called for a profound understanding of the important position of the development of literature and art in the cause of the Party and the people, and an accurate grasp of the profound connotations of the sincere hopes raised by General Secretary Xi Jinping for literature and art workers. To revere literature and drawing lessons from history is an important function assigned to institutes for culture and history by the CPC Central Committee and the State Council. The five hopes gave by General Secretary Xi Jinping, which are being concerned about the great cause of national rejuvenation, sticking to the people's stand, persisting in keeping up with integrity and innovation, telling the Chinese story with affection, and persisting in advocating the right way are also five requirements. General Secretary Xi’s sincere hopes are the starting point, foothold and guiding landmark for our future literary and historical research and artistic creation, and should always be borne in mind. Researchers should be organized to effectively perform their duties of revering literature and drawing lessons from history, take the lead in responding to and implementing General Secretary Xi Jinping’s sincere hopes and requirements, carry out research in literature and history and artistic creation with their respective strengths, conduct in-depth research and offer advice on outstanding issues in cultural construction, carry out humanistic exchanges with foreign countries, promote the exchange and mutual learning between Chinese and foreign civilizations, play a leading role of senior celebrities as models in the creation of literature and art, guide and drive the high-quality development of systematic literature and art work in institutes for culture and history, open up new horizons in the work of institutes for culture and history, and make greater contributions to the development and prosperity of socialist literature and art and the strength of socialist culture.
