From December 15th to 17th, Gao Yu, Secretary of the Party Group and Chairman of the Counsellors’ Office of the State Council (COSC) and Director of the Leading Group for Paired Assistance, conducted research in Longjing City, Yanbian Korean Autonomous Prefecture, Jilin Province, which is paired assistance city with the COSC.

Gao led the delegation to visit the big health industrial park, a specialized cooperative of pollution-free agricultural products, Sanhe Mutual Trade Port Area, Changbaishan Benfu Halal Meat Co., Ltd., Hailanjiang Football Culture Town, the Fifth Middle School and other projects and organizations for investigation, listening to briefing. He conducted in-depth communication with persons in charge of implementation of projects of infrastructure construction in Longjing City including the projects of rehabilitation and health maintenance, trade port construction, and development of agriculture, cultural tourism, and basic education, and gave advice on work. The delegation also came to the paired assistance villages to investigate the role of collective governance at the village level in the comprehensive promotion of rural revitalization, and visited the people living in difficulty in their homes.

During the research, Gao held talks with Tian Jinchen, Member of the Standing Committee of the CPC Jilin Provincial Committee and Secretary of CPC Yanbian Prefecture Committee, Hong Qing, Acting Governor of Yanbian Prefecture, Kang Fang, Secretary of Party Group of Political Consultative Conference Yanbian Prefecture Committee, and Su Qingliang, Member of Party Group of Yanbian Prefecture Government, to exchange views respectively on consolidation of poverty alleviation achievements, effective connection with rural revitalization and promotion of high quality development of local economy and society.

After the research, Gao had an informal discussion with major officials of the CPC Longjing Municipal Committee, the Government of Longjing City and relevant departments, to discuss the measures of the COSC to assist the city and to study the relevant initiatives. Gao pointed out that it was a major decision made by the CPC Central Committee to adhere to and improve the paired assistance in the new development stage, with a view to promoting coordinated regional development and common prosperity. The COSC should thoroughly study and implement the spirit of the Sixth Plenary Session of the 19th Central Committee of the CPC and the Central Economic Work Conference, put into effect the requirements of “Doing Practical Work for the People” in the Party history learning and education, keep in alignment with the priority needs of the Party and our country, comprehensively act on the new development philosophy, and make every effort to promote the high quality development of various undertakings in the places we offer paired assistance. Gao stressed that the COSC would strictly continue to shoulder its responsibilities and implement its policies, assistance and supervision implement the “four no-lifting” requirements removing the relevant counties from the poverty alleviation list, strengthen the implementation of responsibilities, and actively carry out assistance in the fields of industry, consumption, health and cultural tourism on the basis of constantly promoting the original initiatives of assistance. It would help solve development problems, enhance Longjing’s capabilities to develop itself, help establish and improve long-term mechanisms for poverty reduction, effectively prevent returning to poverty, and strive to open up new horizons in rural revitalization in Longjing. Gao encouraged the officials of the COSC taking up provisional posts in the city to play a good role of bridge, take the initiative to act, do a good job of information communication and work coordination between the COSC and the city, and help revitalize the rural area with an excellent style of conduct and solid progress in assistance.

Zhao Bing, Member of the Party Group and Vice Chairman of the COSC, and Deputy Director of the Leading Group for Paired assistance, Yu Kangzhen, former Vice Minister of Agriculture and Rural Affairs, Cao Min, Deputy Secretary of Party Committee and Secretary of the Discipline Inspection Commission of the COSC, participated in the above activities. Young officials of the COSC who went to Longjing to carry out the “Roots at the Grassroots” research and practice activities were present at the forum.
